The challenge
Rennie was engaged to advise on the finalisation of the legislation and drafting of regulations to develop Renewable Energy Zones under announced Government policy. Rennie was also engaged to advise on required amendments to the legislation and regulations.
Our solution
Rennie engaged closely with Government to provide expert policy, legislative and regulatory advice.
We engaged closely with the State Government Department to provide expert policy, legislative and regulatory advice, in addition to project and team management to ensure the delivery of legislation and regulations within required Government timeframes, through:
- Supporting the development of policy papers, drafting instructions and other legislative and regulatory materials across various policy streams, including open access derogations and negotiated access standards.
- Providing detailed advice on core legislative and regulatory topics, drawing on substantial experience in the regulation of energy markets and economic regulation of networks, including the application of the National Electricity Law and Rules (and arrangements in other jurisdictions).
- Participating in stakeholder engagement activities to support policy development.
- Project planning and coordination of deliverables across relevant areas under tight deadlines.
- External team management and coordination.
Our impact
Our expert advice helped support the timely delivery of legislation and regulation, while providing nuanced advice on core topics.
Our key value add to the State Government Department was the provision of expert advice on core legislative and regulatory topics, drawing on substantial experience in the regulation of energy markets and economic regulation of networks, including the application of the National Electricity Law and Rules (and arrangements in other jurisdictions).
Ultimately, our expert advice and contributions to team management helped support the delivery of required legislation and regulations and associated amendments in a timely, effective manner, in line with Government timeframes.
Key insights
- Alignment and clear vision are critical to the success of legislative and regulatory reform.
- There is significant complexity in the energy market and navigating that complexity requires people with the right skills and experience. For example, the application of deep regulatory knowledge of the NER assisted in the drafting of complex and technical legislation and regulation for this engagement.
